The GSM Association announces that the number of global mobile connections exceeds 5 billion, some 18 months after the 4 billion mark was reached. The highest penetrated region is Western Europe at 130%, and the lowest is Africa at 52%. Data connections have played a significant part in the growth with 287 million HSPA connections across 127 countries. Currently, there are 162 HSPA, 52 HSPA+ and 2 LTE live networks; a further 113 LTE network are planned. For more information, click here.

Ofcom announces, with effect from 11 April 2011, that consumers will be able to transfer their mobile number to a new provider within one working day rather than the present two days. At the same time, networks are required to issue PACs (Porting Authorisations Codes) either immediately by phone or within two hours by text. For more information, click here.

Ofcom increases, with immediate effect, the number of geographic telephone area codes subject to conservation status by 336. Conservation status is applied where Ofcom feels there is a reasonable expectation of number exhaustion within the next five years. As a result of Ofcom's decision, all UK area codes of the form '01xxx' (except 01481 and 01534) are now subject to conservation measures, and new numbers will be allocated to CPs in 1000-number blocks. Ofcom consults on the Mobile Termination Rates that will apply from 1 April 2011 until 31 March 2015. Ofcom is proposing a glide path in which these rates fall from the current 4.3ppm (4.6ppm for H3G) to 0.5ppm. For more information, click here.

Ofcom consults on changes to the Mobile Number Portability arrangements. It proposes that communications providers accept PAC requests over the phone and that for such requests, the PAC is given there-and-then or within two hours. The Body of European Regulators for Electronic Communications (BEREC)  — comprising the telecoms regulators of the 27 EU countries — meets for the first time. The press release states "BEREC will play a crucial role in strengthening the single telecoms market and consistent regulation across Europe" and "...will in particular help ensure fair competition in the single telecoms market. In 2008, Europe's telecoms sector revenues accounted for €351 billion". For more information, click here.

Ofcom confirms that a new telephone number - 111 - is to be allocated to the NHS for use as a non-emergency healthcare service in England. The service will provide callers with information and advice on non-emergency health matters, and services available in their local area. For more information, click here.

Ofcom confirms the organisations that will operate three of the pan-European 116 helpline phone numbers in the UK: Missing People - 116 000 (a missing children helpline), NSPCC - 116 111 - its ChildLine service and Samaritans - 116 123 - its emotional support helpline. Ofcom announces that mobile phones in the UK will switch automatically to an alternative network for calls to the emergency numbers 999 and 112 when the 'home' network is unavailable. Ofcom notes that the technical solution adopted to support roaming between networks (Limited Service State) has disadvantages - location information is less accurate than for calls via the 'home' network and return calls are not supported - but the benefits (easy-to-implement, less costly and quicker to implement) are significant. The mobile phone originating the call to emergency numbers must contain a SIM card. For more information, click here.

Ofcom decides to deregulate BT's retail products where it has found healthy competition, i.e, fixed narrowband analogue exchange lines for business and consumers, fixed narrowband calls for business and consumers. BT's ISDN2 retail product has also been deregulated although a decision on the ISDN30 product has been postponed until further evidence has been considered by Ofcom. harge ceilings are introduced for calls, texts and data whilst users are roaming within the EU. Ceilings for outgoing calls are €0.39 per minute until 30 June 2011, and €0.35 per minute thereafter. Ofcom issues a statement about changes in the regulation of 0870 numbers. Communications providers are to be encouraged to stop charging higher rates for calls to 0870 numbers than for calls to geographic (01/02/03) numbers, and to include calls to 0870 numbers on the same basis as calls to geographic numbers in calls-inclusive packages. For those CPs that choose to continue charging at higher rates, the proposal to require a free-of-charge announcement at the start of such calls has been dropped, but there are strict rules about the prominence and content of publicity for services provided via 0870 numbers. The European Commission intends that certain social value services shall be available via the same memorable telephone numbers in all Member States. The reserved number range is 116nnn, and the first three numbers are 116000 (hotline for missing children), 116111 (child helpline) and 116123 (emotional support helpline). Ofcom confirms that these three numbers will be introduced in the UK, that all three will be free-of-charge to the caller, and that it is beginning the process to select the service providers for each number. Ofcom confirms that, from 1 August 2009, regulation of Premium Rate Services (PRS) will be extended to include all numbers starting 087 (except those starting 0870) where the charge is greater than 5p per minute for BT customers. In response to the continuing demand for geographic telephone numbers, Ofcom consults on giving number conservation status to an additional 96 geographic area code; conservation status has already been given to 169 geographic area codes. In a number conservation area, numbers are allocated to Communications Providers in 1000-number blocks, rather than the 10000-number blocks used elsewhere. For more information, click here.

Ofcom announces that the Sitefinder database is being updated once again, via three-monthly updates from 3, O2, Orange, Vodafone, Airwave and Network Rail (T-Mobile has not provided updates since August 2005). Ofcom announces that VoIP providers offering outbound call services to UK national numbers must, by 8 September 2008, also provide outbound call services to 999 / 112 services. For such calls, providers must meet the requirements to include caller location information to the emergency organisations handling the calls. The requirement to support calls to 999 / 112 does not apply to 'Click-to-Call' services, or to those VoIP providers offering outbound call services to international numbers only. The European Commission proposes reform in the telecoms market. The main aims are that those in EU countries will benefit from better and cheaper services through increased competition, from investment in new technologies and from improved reliability and security of communications networks. Ofcom announces that it will open up two more premium-rate number ranges; 0902 and 0903. The 0902 range will supplement the existing 0900 & 0901 Special Services number ranges; calls up to 60ppm with a total cost of no more than £5 or a fixed fee of £1 per call. The 0903 range will supplement the existing 0904, 0905, 0906 & 0911 Special Services ranges; calls with open-ended time-related charging or a fixed fee up to £1.50. For more information, click here.

Ofcom consults (until 30 November) on the authorisation and technical management regime for MCA (Mobile Communications on Aircraft) on UK-registered aircraft.

The current proposals cover the GSM 1800 MHz band only and include: the MCA radio equipment to be licensed with licences issued on request via the CAA; adherence to EU standards; and the allocation of non-geographic International Mobile Network Codes. For more information, click here.

Ofcom announces that, from 31 March 2008, the lead time for porting a mobile number will reduce from its present five working days to two working days. Further, Ofcom consults on proposals that:

  • providers of fixed and mobile networks should be required to populate a common central database containing details of ported numbers and their current providers

  • Direct Routing be implemented (rather than the present arrangement whereby calls to ported mobile numbers are onward-routed by the donor network), and

  • the lead time for porting numbers should be further reduced to two hours.

Ofcom announces that, for calls to 03 numbers:

  • the cost to the caller will be no more than the cost of calls to geographic numbers (e.g, those starting 01 & 02)

  • they will be treated as calls to geographic numbers in terms of any inclusive-minutes package or discount scheme

  • revenue-sharing will not be permitted.

These requirements will apply for calls from all types of lines, including mobiles and payphones. Ofcom has also announced that providers must, from 1 September 2007,  include a free pre-call announcement about call costs on calls to 070 numbers costing more than 20 pence per minute or per call For more information about these two changes, click here.

The OTA announces nearly two million unbundled lines in the UK in the March Update, and the introduction of the OTA2 scheme. The new scheme expands the scope of the OTA to include Local Loop Unbundling (including sub-loop unbundling); Backhaul Extension Service and Wholesale Extension Backhaul; Whole Line Rental/Carrier Pre-selection; Geographic Number Portability and broadband where migration impacts may occur. Ofcom announces a new Code of Practice for providers of Voice-over-IP (VoIP) services, ensuring that users will have access to information about the capabilities of their service. Providers must comply with the Code by 29 May 2007. Ofcom has also, with immediate effect, modified the definition of PATS (Publicly Available Telephone Service ) so that only those services providing calls to/from national and international destinations and access to emergency services through a normal telephone number have a right to number portability (with the exception of incoming-only services). Ofcom announces new charge controls that limit the amount that UK MNOs (O2, Orange, H3G, T-Mobile, Vodafone) charge other telephone companies for terminating voice calls on their mobile networks. The controls will result in reductions (phased over four years) in wholesale termination charges. For the first time, Hutchison and other 3G operators will be subject to voice call termination charge controls. Ofcom forecasts a reduction in wholesale charges of about £500 million over the four-year period, and expects savings to be passed on to retail customers. For more information, click here.

Ofcom confirms that the cost of calls to the new 03 number range will be the same as calls to existing geographic numbers (01 and 02), and will be included in any inclusive minutes or discount schemes. Revenue-sharing will not be permitted. Ofcom intends that the cost of calling 03 numbers will be the same from all line types, e.g, fixed lines, mobiles and payphones, and is currently consulting on this aspect.

Ofcom s also consulting on a proposal that if a call to a 070 number is to cost more than 20p (per minute or per call), customers will receive a free-to-caller pre-call announcement about the charge involved.

Ofcom confirms that providers will be required, for calls to 0870 numbers, to charge no more than the rates for calls to geographic national numbers, e.g, 01 and 02 numbers, or, to provide a free-to-caller pre-announcement about the applicable rates. Ofcom consults on measures to reduce the problems caused by silent calls. The measures include requirements that auto-dialled calls made by call centres should include a recorded announcement and CLI information, and that the total abandoned call rate should be less than 3%. The Telecoms highlights are: total retail telecoms revenues for 12 months to March 2005 were £36.6 billion (+5% on previous 12 month period); mobile spend in Q1 2005 was £3.3 billion (+17% on the same quarter in 2004); more than 35% of UK fixed lines are now connected to non-BT service providers. Ofcom announces its decision on wholesale termination charges for fixed-to-2G mobile and mobile–2G mobile calls in the UK. In short, average call termination charges must reduce by some 30% by March 2005 and remain at that level until March 2006. For the press release, click here.
